Trying to find an alternation? We may be able to help. Answer our survey!

Alternation allows people who have been declared “opting” as a result of Work Force Adjustment to switch places (or alternate with) another employee who is willing to leave the public service.
In June 2012, PSAC filed a policy grievance because we had received reports that some departments and managers weren’t participating in the alternation process or were denying alternations without good reasons.
In April 2013, the Public Service Labour Relations Board (PSLRB) ruled that Treasury Board and departments have to set up an effective alternation system, and cannot deny alternations except for the reasons allowed in the collective agreement.
PSAC is conducting a survey to identify individuals or groups of individuals who may be positively affected by the decision. We are working with Treasury Board and the Public Service Commission to reach people who have been denied the opportunity to alternate, and to help set up as many alternation opportunities as possible.
