Health Accord Shadow Summit and Mass Rally


Greetings Sisters and Brothers,
 
Imagine having to pay thousands of dollars for a broken arm, this is the reality for our neighbours to the south. Canadians value our healthcare system, which allows universal access to quality care without having to go bankrupt.
 
Quality healthcare shouldn’t have to depend on how much you make, and the encroaching two-tier system of private healthcare in Canada is leading to this unjust system.
 
We need to make sure that our healthcare system remains public and is funded properly. In 2014, the 10 year health accord, which guaranteed funding from the Canadian government to the Provinces, will expire.
 
This summer on Niagara-on-the-Lake, all provincial and territorial premiers from across Canada will get together for the last “Council of the Federation” meeting before the Accord ends.
 
The Ontario Federation of Labour, along with the Canadian and Ontario Health Coalitions, the Council of Canadians, seniors’ and patient advocacy groups, unions and community groups are organizing a Shadow Summit and Mass Rally at the Council of the Federation meeting on Wednesday, July 24 and Thursday, July 25, 2013.
 
We need to pressure the federal government to return to the table and negotiate a renewed Health Accord to ensure that we can continue to receive quality universal healthcare.
 
Please join us in protecting one of the most cherished and valued protections we have, our healthcare system.

Treaty Three Police Service


Greetings Sisters and Brothers,
 
PSAC represents 75 Treaty Three Police officers who work for the Treaty Three Police Service.
 
Treaty Three Police Service is responsible for policing 55,000 square miles of Treaty Three Territory in Northwestern Ontario, which includes more than 15,000 people residing in 23 First Nations Communities.
 
The creation of this First Nations policing was to provide an effective, efficient and culturally sensitive police service to First Nations communities.
 
The Treaty Three Police Board has threatened to shut down the service on August 19, 2013 unless the officers give in to their ultimatums of slashing their pay, cutting maternity and paternity benefits, and dropping all grievances.
 
Community members have been rallying to save their police service and have started a community Facebook Page “Save the Treaty 3 Police”: www.facebook.com/SaveT3PS

L’échange de postes permet à une personne déclarée « optante » dans le cadre d’un réaménagement des effectifs d’échanger son poste avec celui d’un autre employé qui souhaite quitter la fonction publique.
En juin 2012, l’AFPC a déposé un grief de principe, après avoir reçu de nombreux rapports montrant que certains ministères et gestionnaires refusaient de prendre part au processus d’échange de postes. Aussi, des ministères refusaient sans raison valable à des employés de participer au processus d’échange de postes.
En avril 2013, la Commission des relations de travail dans la fonction publique (CRTFP) a rendu son jugement : le Conseil du Trésor et les ministères ont l’obligation de mettre en place un système d’échanges de postes efficace et ils ne peuvent refuser un échange de postes que pour les motifs qui figurent dans la convention collective.
L’AFPC réalise un sondage afin d’identifier les personnes ou les groupes qui pourraient être touchés de façon positive par cette décision. Ainsi, de concert avec le Conseil du Trésor et la Commission de la fonction publique, nous cherchons à savoir qui aurait pu se voir refuser la possibilité de faire un échange de postes, dans le but donner le plus d'occasions d'échange possible.

Trying to find an alternation? We may be able to help. Answer our survey!

Alternation allows people who have been declared “opting” as a result of Work Force Adjustment to switch places (or alternate with) another employee who is willing to leave the public service.
In June 2012, PSAC filed a policy grievance because we had received reports that some departments and managers weren’t participating in the alternation process or were denying alternations without good reasons.
In April 2013, the Public Service Labour Relations Board (PSLRB) ruled that Treasury Board and departments have to set up an effective alternation system, and cannot deny alternations except for the reasons allowed in the collective agreement.
PSAC is conducting a survey to identify individuals or groups of individuals who may be positively affected by the decision. We are working with Treasury Board and the Public Service Commission to reach people who have been denied the opportunity to alternate, and to help set up as many alternation opportunities as possible.
