Changes made to the Public Service Health Care Plan

Changes to the Public Service Health Care Plan (PSHCP) were made following discussions between Treasury Board and the Plan's Partners Committee, which includes federal public sector unions, retirees and employer representatives. Discussions were held under threat by the Government to legislate rollbacks to the Plan.
 
"PSAC worked with retirees and the other federal unions to oppose Treasury Board’s proposals but the PSHCP is not negotiated through the regular collective bargaining process. If this was collective bargaining we would never have agreed,” said Robyn Benson, PSAC National President.

The Government’s February 2014 budget made it clear that it wanted to increase retiree premiums for the PSHCP, and increase the years of service to be eligible for the PSHCP as a retiree. It was clear from discussions with Treasury Board in the Partners Committee that these changes would be legislated.

In this context, a deal was eventually reached that provided some improvements to the Plan.

Changes to the Plan
  • Deductibles for all PSHCP members (active and retired) will be removed as of January 1, 2015. The $100 per family or $60 for a single member will no longer be paid.
  • Three new benefits to begin as of October 1, 2014:
    • Laser eye surgery to be included under the plan with a lifetime cap of $1,000
    • Repairs and replacement parts for CPAP (sleep apnea) machines to be covered up to $300 per year
    • Increase the psychological services cap to $2,000 from $1,000
  • Current and future pensioners will move to paying 50% of PSHCP premiums. This will be phased in over four years, starting on April 1, 2015.
  • Current retirees with incomes that make them eligible for the Guaranteed Income Supplement (approximately $16,728 for a single person and $22,080 for a couple) will continue to pay only 25% of the premiums.
    • Retirees who are younger than 65 will have these same income thresholds apply to them
  • 6 year service requirement to access retiree benefits. This will apply to current employees with the following exceptions:
    • All current retirees and deferred annuitants
    • Veterans’ Affairs Client Group as described in the plan
    • Medical retirees, permanently disabled retirees
    • Spouses and dependents of employees who die with less than 6 years’ service
    • Members with more than 2 years’ service who are separated as a result of the Workforce Adjustment Appendix (WFAA)
  • Letter of Understanding committing to ongoing negotiations of the PSHCP with a written commitment from the Employer not to bring any negative changes to the table before March 2019.

Sister Lauren Dart wins OSSTF/FEESO Faculty of Education Award

Sister Lauren Dart who is presently on leave doing her teacher training has just won the Ontario Secondary School Teachers Federation Faculty of Education Award.

Valued at $1,000 annually, it is awarded to the graduating Intermediate/Senior Teacher Candidate who applies for the award and who in the opinion of his/her Faculty of Education’s Awards Committee has shown a clear understanding and empathy for the values of unionism.

The Teacher Candidate selected for the OSSTF/FEESO Faculty of Education Award
  1. is an advocate for unionism and related values.
  2. has demonstrated political or social activism that promotes the professional nature of teaching.
  3. has shown leadership by supporting and advocating for fellow Teacher Candidates.
  4. has shown leadership in organization of events which benefit fellow Teacher Candidates.
  5. has demonstrated a high degree of professional competence.
  6. is attempting to secure a teaching position that would make her or him an OSSTF/FEESO member.
Sister Dart will receive her award on April 23.

Bourses d'études 2014

Au Syndicat des employées et employés nationaux, nous savons que l’éducation est un ingrédient essentiel de l'épanouissement personnel. Nous reconnaissons aussi que les obstacles à l’éducation permanente sont innombrables. C’est en partie pour cette raison que nous offrons trois bourses chaque année — pour faciliter l’accès à une éducation de qualité pour nos membres et leur famille.

Pour nos membres, une éducation soutenue par le Syndicat garantit que le travail que nous faisons au nom de nos confrères et consœurs est de la plus grande qualité.

Bourse Laurier Auger


Le confrère Laurier Auger est un ancien membre du Syndicat des employées et employés nationaux. Il a fait partie de l’Exécutif national de juin 1972 à avril 1974. Il est brusquement décédé à la suite d'un accident d'automobile qui s'est produit en avril 1974. Pour lui rendre hommage, le SEN offre une bourse à leurs membres, ainsi qu’aux membres de leurs familles afin de les aider à poursuivre leurs études.

La bourse Laurier Auger de 2 000 $ est accordée à un membre du SEN — ou à son conjoint ou enfant à charge — qui entreprend sa première année d’études postsecondaires. La demande pour cette bourse doit être reçue d’ici le 30 juin.


Bourses d'études pour un membre qui souhaite étudier à un établissement d'enseignement supérieur


Cette bourse vise à fournir une aide financière aux membres du Syndicat des employées et employés nationaux qui souhaitent poursuivre des études à temps partiel en relations industrielles, en affaires du travail ou dans d'autres disciplines axées sur le syndicat, afin de perfectionner leurs connaissances et leurs capacités en vue de participer aux activités du syndicat.

La bourse d’études pour membre adulte à un établissement d’enseignement supérieur de 1 000 $ est remise à un membre qui souhaite s’inscrire à un cours ayant un lien avec le syndicalisme. La demande doit être reçue d’ici le 31 juillet.


Bourse Alfred Papineau


Le confrère Alfred Papineau, ancien membre de l'Exécutif national, croyait profondément à la participation aux activités syndicales et à l'entraide entre confrères et consœurs. Cette bourse accorde une aide financière aux membres du Syndicat des employées et employés nationaux souhaitant perfectionner leurs connaissances et leurs capacités en vue de participer à des activités syndicales.

La bourse Alfred Papineau de 500 $ est accordée à un membre qui suit un cours à temps partiel qui lui permettra de participer plus pleinement à des activités syndicales. La demande doit être reçue d’ici le 31 août.

Laurier Auger Bursary


Brother Laurier Auger was a former member of the Union of National Employees. He served on the National Executive from June 1972 to April 1974. His life was cut short by a car accident in April 1974. In his honour, the Union of National Employees offers a bursary to its members and their families to assist them in the pursuit of their studies.

The Laurier Auger Bursary awards $2,000 to a UNE member – or their partner or child – who is entering the first year of post-secondary education. The application for this bursary must be received by June 30.


The Bursary for an Adult Member attending an Institute of Higher Learning


This bursary provides financial assistance to Union of National Employees members who seek to pursue part-time studies in industrial relations, labour affairs or other union-oriented courses with the goal of increasing their knowledge and ability to participate in union activities.

The Bursary for an Adult Member attending an Institute of Higher Learning awards $1,000 to a member who wishes to attend a union-related course. The application for this bursary must be received by July 31.


Alfred Papineau Bursary


Brother Alfred Papineau was a former member of the National Executive who firmly believed in active participation in the union and in assisting his fellow members. This bursary provides financial assistance to Union of National Employees members who seek to increase their knowledge and ability to participate in union activities.

The Alfred Papineau Bursary applies $500 towards the tuition of a part-time course that will help a member participate more fully in union activities. The application for this bursary must be received by August 31.
